Latest News:On August 24, the website of the Guangdong Provincial Development and Reform Commission announced the “Guangdong Provincial “Two High” Project Management Catalogue (2022 Edition)”, covering eight coal power, petrochemical, coking, coal chemical, chemical, steel, non-ferrous metals, and building materials key industries.
The notice emphasizes that the management catalogue of the “two high” projects will be dynamically adjusted, and if the country has clear regulations on the “two high” projects in the follow-up, the regulations will be followed.
According to the catalog, the petrochemical industry involves crude oil processing and petroleum product manufacturing, coal-to-coke and blue carbon in the coking industry, coal-to-methanol, coal-to-olefin, and coal-to-ethylene glycol in the coal-to-liquid fuel production industry, as well as chemical raw materials and chemical 25 products in the manufacturing of goods.
The catalog requires that if the “two high” products or processes in the catalog are blank, all enterprises under this category will be included in the “two high” enterprise management; if the product or process is marked, only the enterprises involved in the product or process will be included in the “two high” enterprises manage. The classification of enterprises is not in the above-mentioned categories, but the actual production process or semi-finished products of the enterprises are listed in the above catalogues, and should also be included in the management of “two high” enterprises.
The catalogue emphasizes that for new “two high” projects involving social necessities, stable and safe industrial chains, leading energy efficiency levels in the same industry, and energy consumption intensity lower than the provincial average, after in-depth demonstration of the necessity and feasibility of project construction, Actively support those that meet the requirements to ensure the safety and stability of the province’s industrial chain and the stable and healthy development of the economy and society.
