Consolidate the results of the “scattered pollution” control. Continue to consolidate the results of the rectification, complete the “look back” on the “scattered and polluted” enterprises that have been rectified, and resolutely put an end to resurgence and false rectification; increase the investigation and inspection efforts, and focus on newly discovered land use, industry and commerce, development and reform, construction, planning, and environmental protection. Strengthen in-depth management, accelerate the progress of VOCs pollution treatment in key industries and key enterprises in the city, intensify the peak staggered treatment in summer and autumn, and implement summer and autumn staggered production control measures for enterprises that have not completed efficient treatment in accordance with the in-depth treatment requirements.
Speed ​​up the installation of online monitoring facilities for VOCs corporate emissions. Establish an inventory account for the city’s volatile organic compound (VOCs) emission companies on a company-by-company basis, and install VOCs online monitoring facilities or over-standard alarm devices based on the company’s VOCs emissions to achieve automatic online monitoring to ensure stable compliance with Hebei Province’s “Volatile Organic Compounds in Industrial Enterprises” Emission Control Standard” (DB13/2322-2016) requirements.
Strengthen the control of VOCs from mobile sources and life sources. Strengthen the supervision of in-use vehicles, and strengthen the main responsibility of environmental protection management of transportation enterprises. Carry out inspections of oil storage depots, gas stations and tank trucks within the jurisdiction, establish a list ledger, implement hierarchical management, and ensure the normal use of oil and gas recovery facilities; before the end of 2018, provide annual sales of more than 5,000 tons of gasoline and other qualified gas stations , Install oil and gas recovery online monitoring equipment to realize real-time online supervision.
