Just in April of this year, Dongguan fully launched the blue sky defense battle, and officially issued the “Dongguan City Blue Sky Defense Action Plan” as an action guide for the prevention and control of air pollution in Dongguan in the next three years. Its article 24 “Development of VOCs Source Control” action tasks clearly stated that the printing industry and key industrial coating companies will complete the transformation of low volatile raw materials by the end of 2018.
The specific work content includes: strengthening source control, and all new reconstruction and expansion projects must use low-volatile raw materials. Formulate financial subsidy policies for the transformation of low-volatile raw material production lines, and promote industrial coating and printing companies to transform low-volatile raw material production lines. Strict law enforcement and supervision shall be implemented for enterprises that have not completed the transformation on time.

According to a report from “Dongguan Time.com”, the companies involved in this transformation mainly include printing, container, furniture, shipbuilding, automobile manufacturing, aerospace, plastic product manufacturing, and metal surface coating companies. According to the “Plan”, all towns and streets (parks) must supervise and urge enterprises in their jurisdictions to formulate renovation plans based on their actual conditions, implement the renovation work as soon as possible, and build files in the form of “one company, one file”, and establish a work account at any time. Master the progress of the transformation of the enterprise. If by the end of October, enterprises that have not implemented the transformation work as required, the municipal environmental protection department will conduct law enforcement monitoring together with the towns and streets, and the enterprises that exceed the monitoring results will be severely dealt with in accordance with the law.
Environmental protection departments at all levels in Dongguan shall urge relevant enterprises to speed up the progress of transformation and strengthen the frequency of enforcement of the daily supervision of enterprises. In daily supervision, law enforcement agencies find that companies have not used low-volatility raw materials as required and have not established ledgers and other violations of laws and regulations, and will be dealt with strictly in accordance with relevant laws and regulations. Among them, if the company fails to obtain a pollutant discharge permit in accordance with the law, and discharges air pollutants in excess of the total emission control target, it can be fined up to 1 million yuan. If the circumstances are serious, it may be ordered to suspend business or shut down.
Before December 31 this year, all towns and streets (parks) must go deep into the enterprises within their jurisdiction to review their low-volatile raw materials transformation work, supervise the enterprises to complete the “one enterprise, one file” file construction work, and ensure that all VOC-related enterprises have effectively completed the transformation Work. The “Plan” also requires VOC-related enterprises to promote technological transformation in production processes and equipment. The coating industry promotes high-efficiency coating technology and advanced and intelligent closed coating equipment, and uses electrostatic spraying, curtain coating, roller coating, dip coating, high-pressure airless spraying and other advanced technologies as far as possible. It can be seen from the “Plan” that the VOC emission control in Dongguan this time will focus on the source and give consideration to the end treatment.
According to the person in charge of the Dongguan Municipal Office of Atmospheric Administration, VOC emissions from the printing industry and key industrial coating industries account for more than 80% of the total industrial VOC emissions. For a long time, the use of solvent-based coatings is the main cause of large VOC emissions in the industrial coating industry. At present, most of the coatings used in key industrial coating processes such as automobiles, ships, and furniture are solvent-based coatings, and a small number of manufacturing companies are undergoing water-based transformation, but they are restricted by the spraying process. Due to the influence of factors such as, price and painting equipment, water-based paint has not been used on a large scale.
Public information shows that in 2016, my country’s total paint output reached 18.9978 million tons, a year-on-year increase of 7.2%, of which industrial paint accounted for more than 65% of the total paint output. In industrial coatings, solvent-based coatings account for about 50%, and the rest are water-based, powder, and light-curable coatings with low VOC content. The proportion of solvent-based coatings is much higher than the 20% to 30% levels in Europe, America and Japan.
With the intensification of environmental protection storms, it has become an inevitable trend for coating products to develop in the direction of environmentally friendly coatings such as water-based coatings, powder coatings, and high solids. In the process from solvent-based coatings to solvent-free coatings, some industries have also made certain achievements, such as containers, but there is still much room for digging.
