Before the end of May, all enterprises listed in the category of closure and ban shall be 100% closed, all enterprises listed in the category of pollution remediation shall be 100% rectified in place, and those that cannot complete pollution remediation within the time limit shall be closed and banned.

Strictly enforce environmental access for construction projects. Raise the environmental protection entry threshold of key industries that emit VOCs, and strictly control the emission of new pollutants. Strictly restrict high-VOCs emission construction projects in the chemical industry, packaging and printing, and industrial coating. Newly-built industrial enterprises involved in VOCs emissions must enter the park. All furniture, construction machinery, vehicle (electric vehicle) manufacturing, steel structure, motor vehicle maintenance and other coating and spraying industries in the city have completely eliminated open-air spraying operations.

Strengthen pollution control in the automobile maintenance industry. By the end of June, 210 VOCs pollution control projects for first- and second-class auto repair companies will be completed. The paint used in the automobile maintenance industry must meet the national and regional volatile organic compound content limit standards. Spraying, leveling, and drying operations must be carried out in a closed workshop equipped with an unorganized waste gas collection system. Spray guns using solvent-based coatings should be sealed and cleaned, and the organic waste gas generated should be collected and processed for discharge. Completely ban open-air and open-type auto repair spraying operations.
