The “List of Pollutant Discharge Permits” is based on the “Air Pollution Control Law of the People’s Republic of China”, “Water Pollution Control Law of the People’s Republic of China” and other laws and regulations, and the “Notice of the General Office of the State Council on Issuing the Implementation Plan for the Control of Pollutant Discharge Permit System” (issued by the State Council) 2016﹞81) The reform spirit clarified the scope of the industry to implement pollution permit management, the progress of the industry, the deadline for the pollutant discharge unit to hold the permit to discharge pollution, and the classification management requirements of the pollutant permit.
In order to implement the “Notice of the General Office of the State Council on Printing and Distributing the Implementation Plan of the Permit System for Controlling Pollutant Discharge” (Guobanfa﹝2016﹞81), the requirements for full coverage of fixed “Ten Articles” clearly stipulate that in 2017, take the lead in thermal power, iron and steel, non-ferrous metal smelting, coking, petroleum refining, chemicals, raw materials, pesticides, nitrogen fertilizers, papermaking, textile printing and dyeing, tanning, electroplating, flat glass, agricultural Fifteen industries including non-staple food processing have issued pollutant discharge permits. Among them, companies in the papermaking and thermal power industries are required to obtain pollutant discharge permits by the end of June 2017. The other 13 industries will be fully implemented in the second half of 2017. By 2020, the pollutant discharge units that are required to obtain a pollutant discharge permit specified in the “List of Pollution Discharge Permits” must hold a permit to discharge pollutants.
According to the “Notice of the General Office of the State Council on Printing and Distributing the Implementation Plan for the Control of Pollutant Discharge Permit System” (Guobanfa﹝2016﹞81), the basic basis for the differentiated management of pollution discharge permits is the pollution of enterprises, institutions and other producers and operators. The amount of material produced, the amount of emissions and the degree of environmental damage are different. For example, petrochemical, thermal power and other industries with high pollution are implemented with key management; glass product manufacturing, paper product manufacturing and other light-polluting industries implement simplified management; for furniture manufacturing using water-based paint, etc. If there is no pollution, no pollution discharge permit will be issued temporarily.
According to relevant laws and regulations, according to the “Classification of National Economic Industries”, the “List of Pollutant Discharge Permits” includes 32 major categories and 78 medium or small categories in the “Classification of National Economic Industries”, as well as 4 general processes. Covering the key management industries of “Water Ten” and “Atmosphere Ten”, and the key industries for the comprehensive prevention and control of heavy metal pollution, it can basically meet the environmental management needs of fixed water and air pollution sources during the “13th Five-Year Plan” period. Update in due course according to the needs of social development and environmental management.
The “Pollution Discharge Permit List” conducts key pollution discharge permit management in all 82 industries (including 4 general processes) in 44 industries, and 8 industries implement simplified management based on the amount of pollutants produced and discharged, and the degree of environmental damage. This industry is divided into key management and simplified management according to the characteristics of production process or production scale, and those that are not included in the list will not be included in the management of pollutant discharge permits.
The “List of Pollution Discharge Permits” is formulated in accordance with the “Classification of National Economic Industries”, which facilitates the connection with various management systems of other enterprises and institutions. At present, the “List of Pollution Discharge Permits” and “Classified Management List of Environmental Impact Assessment of Construction Projects” are connected in terms of fixed pollution sources, laying a foundation for the realization of environmental impact assessment and pollution permits for the whole process of monitoring fixed pollution sources from pollution prevention to pollution control and emission control. .
In order to cover the management requirements of pollution discharge permits in 82 industries, the Ministry of Environmental Protection has issued technical specifications for discharge permits for thermal power, paper, steel, cement and other industries. In 2017, it will also release technical specifications for discharge permits for eleven industries including petrochemicals and coking, which will gradually become complete.
