In order to snipe this “hidden culprit” of air pollution, Beijing-Tianjin-Hebei coordinated to formulate unified standards to promote the emission reduction of VOCs from the source. Related companies in the surrounding areas of Xiong’an New Area formed a green industry alliance to actively solve the problem of green upgrading through industrial synergy.


Public information shows that VOCs are important precursors of fine particulate matter (PM2.5) and ozone (O3), which will aggravate related pollution after entering the atmosphere. In recent years, the proportion of low-concentration and highly toxic VOCs in PM2.5 has risen rapidly. Therefore, VOCs pollution has attracted more and more attention from relevant departments.
The first unified environmental protection standard issued by Beijing-Tianjin-Hebei-“Construction Type Coating and Adhesive Volatile Organic Compound Content Limit Standard”, took the lead in the coordinated control of air pollution aimed at VOCs . This standard adopts the most stringent standard limit in China, and will prompt the withdrawal of architectural coatings and adhesive products with high VOC content from the Beijing-Tianjin-Hebei region.


Geng Yaozong, honorary chairman and senior expert of Hebei Adhesive and Coatings Association, analyzed that with the tightening of VOCs in various regions, high-emission products such as paint will be restricted from being used in more fields. At present, the two national environmental protection standards, the “Emission Standards for Air Pollutants from the Paint, Ink and Adhesive Industries” and the “Unorganized Emission Control Standards for Volatile Organic Compounds”, are seeking public opinions from the whole society. The general trend of comprehensive “oil-to-water” is approaching, and the reshuffle of the coating industry has begun to accelerate.
The reporter learned that based on the current level of development, related industries in Hebei are more affected by this standard, involving more small and medium-sized polluting companies, and it is more difficult to implement unified environmental protection standards. Many upstream and downstream companies that rely on the paint market are facing a test of survival.

In fact, there is no real technical “bottleneck” in China for “water entering and oil retreating”. Standard drafting unit-Chenyang Water Paint Technical Chief Engineer Hu Zhongyuan said that Water Paint has entered the Chinese market for more than ten years. Over time, its various technologies and performance have been greatly improved compared with the past, and it can approach the performance of traditional coatings and become a new alternative technology.

However, the difficulty of the transformation of more traditional coating manufacturers and users lies mainly in their own lack of preparation. The transformation of production lines and the increase in production costs have discouraged some small enterprises without technical and economic strength. Downstream companies “changing oil to water” need to improve a series of subsequent construction services such as painting equipment and construction habits.
In order to solve this series of transformation problems, many companies tend to “group together for warmth”, seek cooperation in upstream and downstream industries, and learn from companies with advanced technology and craftsmanship. As one of the drafting units of this standard, Chenyang Water Paint, the largest manufacturer of all-water paint in Asia, became the focus of all parties for a while.

In this regard, Liu Zhanchuan, the executive president of Chenyang Water Paint, said that the development of environmentally friendly water paint is not only conducive to regional environmental governance, but large-scale production and sales achieve prices that are close to the people, and it will also benefit domestic consumers. Promoting the technological progress and industrial application of water paint is not the business of a single enterprise. Strengthening industrial cooperation and sharing among domestic enterprises is the general trend of industrial coordinated development.

Frequent favorable policies have greatly favored the prospect of water paint, and the huge market capacity in the future also provides room for domestic enterprises to carry out industrial alliances. According to estimates by analysis agencies, the VOCs governance market will usher in explosive growth during the “Thirteenth Five-Year Plan” period, and the market size is expected to exceed 150 billion yuan.

To this end, more than 100 enterprises and institutions in Beijing-Tianjin-Hebei took the lead in establishing the “Huan Xiong’an Green Health Industry Alliance”. Chenyang Water Paint signed a strategic cooperation agreement with Beijing University of Chemical Technology and other key universities and scientific research institutes, and established a “special function water-based coating joint research room” through industry-university-research cooperation , Realize the green upgrade of the industry.
