Since late June, the temperature of the province has risen rapidly, the electricity load has grown rapidly, and the severe situation of ensuring power supply in summer during peak seasons has become prominent. In order to effectively implement the relevant deployment of the state, the provincial party committee and the provincial government on ensuring power supply, and actively respond to the severe situation of power supply during the peak summer period, it is now necessary to further strengthen the safe and stable operation of generator sets during the peak summer period to ensure normal power supply. Notification is required as follows.
1. Strengthen the guarantee of coal supply. All coal-fired power generation enterprises should earnestly fulfill their main responsibility for thermal coal procurement, continue to increase thermal coal procurement efforts, and ensure the demand for coal for power generation during peak summer. At the same time, strengthen the statistical analysis of thermal coal procurement, storage, and consumption to ensure that the reported thermal coal inventory data is realistic and feasible.
Second, strengthen the unit operation and maintenance guarantee. All power generation enterprises should strengthen the operation and maintenance of units and the investigation of hidden dangers, eliminate equipment defects, poor coal quality and other factors affecting output, ensure the safe and stable operation of units, and ensure normal power generation. It is necessary to arrange the maintenance plan reasonably, and resolutely prevent the unplanned outage. The unit maintenance should strictly implement the maintenance period approved by the power dispatching department, make preparations for construction personnel and materials, ensure the rigid implementation of the unit power outage maintenance plan, and prevent maintenance delays and unauthorized maintenance work. . During the peak summer season, natural disasters such as torrential rains, mountain torrents, and debris flows are prone to occur frequently. Hydropower enterprises should improve emergency plans, grasp the meteorological and hydrological information such as water conditions, disasters and dangers in the basin in real time, and combine shipping, flood control, irrigation, etc. It is required to do a good job in predicting the water inflow and power generation capacity, and strictly abide by the dispatching instructions to ensure the safety of power plants, power grids and the supply of electricity in the province. All thermal power enterprises should strengthen the operation, maintenance, inspection and elimination of primary and secondary equipment in the plant, increase the investigation and management of hidden dangers, and resolutely eliminate the situation of failure and outage, and ensure that the peak load period can generate full, stable and reliable power generation according to the needs of the power grid. Internet access to ensure safe production. Dazhou Gas Turbine should play its peak backup role, increase the guarantee of natural gas supply, and actively coordinate and seek support for natural gas supply from various parties to ensure safe and stable operation.
Third, serious scheduling discipline. Power dispatching agencies at all levels should pay close attention to the situation of power supply and demand, carefully arrange the operation mode of the power grid, urge power companies to strengthen the operation and maintenance of power facilities, maintain the necessary safety margin for power grid operation, strictly dispatch discipline, strengthen plant-grid coordination, and ensure the safe operation of the power grid. On-site inspections and strict assessments are required for power plant shortages of coal (gas), overdue maintenance, reduction in power generation due to defects, and downtime due to failures that affect supply guarantees. Each power generation enterprise starts and stops the group strictly according to the dispatch order, and takes the load, so that the order is prohibited. The equipment defects, poor coal quality, lack of coal, etc. that affect the power generation output of the unit shall be reported truthfully, and shall not be falsely reported.
The State Grid Southwest Branch and State Grid Sichuan Electric Power Company shall conduct regular inspections on the implementation of thermal coal guarantee, equipment operation and maintenance, maintenance plans and dispatching instructions of various power generation enterprises, and conduct false reports and concealed reports on thermal coal. Inventory, accident shutdown, intentionally delaying the maintenance period, and refusing to execute the dispatching instructions, shall be seriously assessed in accordance with the relevant regulations, sternly held accountable, and maintain the normal dispatching order.
