2. Promote the substitution of environmentally friendly raw and auxiliary materials.
Promote the use of environmentally friendly raw and auxiliary materials with low (no) VOCs content and low reactivity, and limit the use of coatings with a VOCs content of >420 g/L in the ready-to-use state. By 2020, the replacement ratio of low-volatility coatings such as water-based and UV-curable coatings in the wood furniture manufacturing industry will reach more than 60%, and the replacement ratio of water-based adhesives will reach 100%. Construction machinery manufacturing industry and steel structure manufacturing industry use high solids, powder coatings to use more than 50%. In the automobile manufacturing industry, the proportion of primer and intermediate coating water-based paint in the vehicle manufacturing industry reaches 100%. In the packaging and printing industry, the replacement ratio of environmentally friendly raw and auxiliary materials with low VOCs content is not less than 60%, and inks with single-component solvents are preferentially used for irreplaceable inks. The rubber industry promotes the use of new coupling agents, adhesives and other products, and promotes the use of paraffin oil to fully replace ordinary aromatic oil, coal tar and other additives.
3. Develop clean, green and environmentally friendly products.
Promote the use of green products with low (no) VOCs content. The pesticide industry promotes the use of water-based preparations, and the proportion of green pesticide preparations used has reached more than 70%. The coating, ink and adhesive manufacturing industry restricts the production of solvent-based products, promotes water-based, solid, and UV-curable coatings, promotes water-based, plant-based, and UV-curable inks, and promotes water-based, hot-melt, and solvent-free inks Types of adhesives, coatings, inks, and adhesives with low (no) VOCs content have reached 60%, 70%, and 85%, respectively.
