Ye Xiaoliang, deputy director of the Atmosphere Department of Xuzhou Environmental Protection Bureau, said that according to the work tasks proposed in the “Xuzhou 2018 Volatile Organic Compound Pollution Prevention and Control Work Plan”, 738 companies from construction machinery, vehicles, furniture, ships, printing and packaging will be mandatory. Key enterprises have completed the replacement of clean raw materials and fully used water-based coatings and adhesives with low VOCs content. Enterprises that are included in the key supervision of VOCs emissions must complete the governance by the end of June and complete the installation of VOCs online monitoring facilities by the end of October.
According to data, Jiangsu Province, as an important national construction machinery manufacturing base, has a total annual VOCs emissions of 10,945 tons from the construction machinery manufacturing industry, accounting for about 1/3 of the country.
Among them, Xuzhou Construction Machinery Group and its main supporting suppliers use approximately 8,000 tons of paint each year, and emit 4,800 tons of VOCs, accounting for approximately 44% of the province. Therefore, the replacement of water-based technology by Xuzhou construction machinery manufacturing enterprises has important environmental protection significance for greatly reducing VOCs emissions in Jiangsu Province, and will also play an important role in other construction machinery manufacturing bases in Jiangsu Province and even the country.
In addition, according to experts from the water-based platform, 95% of the global containers are manufactured in my country and concentrated in five major container manufacturing plants. The high concentration of the industry makes the development of the industry unique.
According to the statistics of the Ministry of Environmental Protection, the annual paint usage in the container industry is about 168,000 tons, and the VOCs emissions are about 80,000 tons. After the use of water-based paints, the annual VOCs emissions have been reduced by 90%. As of the end of 2017, the production of water-based coatings in my country’s container industry accounted for 99%, with the exception of only 1% of special containers.
Following the water-based production of my country’s container manufacturing industry, whether the construction machinery manufacturing industry can become the second industry to achieve water-based production requires the joint efforts of all parties, not only the continuous supervision and supervision of government agencies, but more importantly, the enterprises themselves.
