Volatile organic compound emissions from key industries in Jiangsu will be reduced by 10% within the year

Since the State Council promulgated the “Ten Atmospheric Measures” in 2013, our province has continued to increase efforts to prevent and control air pollution. In 2016, the province’s average PM2.5 concentration was 51 micrograms/m3, a decrease of 30.1% compared to 2013; the proportion of days with good air quality in cities was 70.2%, an increase of 9.9% compared with 2013. Although Jiangsu’s air quality continues to improve, the pressure on air pollution prevention and control continues unabated. In particular, the problem of ozone pollution has become increasingly prominent. The proportion of days where ozone is the primary pollutant has increased from 9.4% in 2013 to 36.3% in 2016.
The formation mechanism of ozone pollution is more complicated, among which VOC is an important precursor, and reducing the total amount of VOC emissions has become a key part of atmospheric governance. During the central environmental protection inspection, the inspection team clearly pointed out problems such as the increase in ozone concentration year by year in some areas of our province. The “Jiangsu Province implements the reform plan for the feedback from the third central environmental protection inspection team” clearly states that the total volatile organic compound control system will be implemented, and the total emissions of volatile organic compounds in the petrochemical and chemical industries will be significantly reduced.
To this end, our province has successively introduced policy standards such as VOC pollution remediation plans for key industries, and surface coating (automotive manufacturing) VOC emission standards. Especially at the end of last year, the provincial party committee and the provincial government issued a special action plan for “two reductions, six governances and three upgrades”. Among the “six governances”, “one governance” means VOC governance, and a “VOC governance special action implementation plan” was specially formulated. During the year, our province will reduce the total VOC emissions of key industries by 10%. By 2020, nearly 10,000 VOC remediation projects will be implemented, reducing total VOC emissions by more than 20%, and total VOC emissions from key industries by more than 30%.
In order to implement the rectification requirements of the central environmental protection inspectors, all localities have taken actions one after another. The environmental protection and safety supervision department of Changzhou Binjiang Economic Development Zone selected 19 companies in the park to carry out the pilot test of volatile organic compound leakage detection and repair technology. All of them passed the acceptance review in May last year. A total of more than 180,000 sealed points were tested, and the leakage rate was 6 About ‰, the pass rate of one-time repair and retest is more than 90%, and the emission of volatile organic compounds is reduced by about 55 tons/year.
Control VOC from the source. Since its establishment in 2005, Orient International Container (Lianyungang) Co., Ltd., located in the Economic and Technological Development Zone of Lianyungang City, has been using oil-based paint production lines, which emits large amounts of volatile organic compounds, and environmental complaints caused by peculiar smell disturbing people have occurred from time to time. . The person in charge of the company told reporters that since the implementation of the “263” special action, the company has raised 35 million yuan to implement the “oil-to-water” work, and has now completely stopped using oil-based paint to produce containers. After switching to water-based paint, the company can reduce VOC emissions by 5,600 tons per year, which will contribute 4.7% to Lianyungang City’s VOC emissions reduction. In addition, the company’s container production is expected to increase revenue by 10 million yuan per year.
According to Liu Xiaolei, Director of the Atmospheric Environment Management Division of the Provincial Environmental Protection Department, our province will implement 4288 key atmospheric governance projects this year, including 2821 VOC remediation projects, focusing on the “combined punch” of “one replacement, three governance and two enhancements”. Vigorously promote the substitution of low-VOC raw materials in key industries. Treat industrial VOC, mobile source VOC and non-point source VOC, build leak detection and repair systems in all chemical parks, promote 50,000 new energy vehicles (standard vehicles) within the year, and upgrade the emission standards for non-road mobile machinery from National II to National III, 2018 All ships will use low-sulfur oil or shore power systems during berthing and berthing, focusing on the Yangtze River and the Beijing-Hangzhou Canal to promote oil and gas recovery and treatment transformation of oil terminals. Strengthen the research on the formation mechanism of ozone pollution and the implementation of VOC pollution prevention and control policies and measures, formulate VOC pollution prevention and control management measures, and strictly implement the VOC pollution charging policy.
